Behaves like the lua and operator. Useful for parameters. Example:
{{and|{{{1|}}}|{{{2|}}}}}
- {{and|a|b}} -> b
- {{and||b}} ->
- {{and|a|}} ->
- {{and||}} ->
Will take 2 if 1 is non-blank, else blank.
