What is the point of this? A wiki is where everyone is allowed to edit.

Maybe so, but it is unethical to be editing someone's personal user space unless they request it.
Not in all cases. For example, if I make a template to take out boilerplate code (such as {{border-radius}}), then I see no reason not to go around and substitute the old code with my template, userpage or otherwise.
