Nice! Ideas:
Sections 1-3; excellent, I agree!
Section 4, I don't know about that... at the same time, I guess it could work :)
Section 5. Advertising is necessary, but it also needs the following considerations/requirements:
1. The problem with this is that the noobs will be rich (to start with, right?) and so they can pay the most (imagine paying 5000 tickets for advertising a place; yet some will, and it'll make the situation even worse!)
2. Advertising, I agree, should cost a small amount of tickets.
3. Advertising should be restricted to those with low popularity of places (if you have a lot of people coming in already, you can't advertise. This restriction would of course consider time and quantity of visitors).
4. Advertising could be right from the Roblox website if it was deemed good and very creative by a group of moderator-like people (new set of people appointed for this job), without high expense (otherwise those with few tickets with great places won't get popular).
5. I do like place-to-place teleport idea, however it shouldn't be the sole way to advertise.

Also, in addition to your idea about new gaming, note that even the "noobish" places get thousands of favourites. I think some people favourite almost every place they go in... =\

However, those with high ratings and low place visits could be brought up on that "fun place" list :)
