A page that says '''edit draft''' instead of '''edit''' means that it is a protected page. You will need an reviewer, or someone higher, to validate the page before it can be shown to the public.
A page that states you are editing a draft means that a reviewed page has already been chosen. The draft you are editing will not become public until a user in the reviewer group reviews the page with the minimum acceptance standards.
